BACKGROUND:

This agenda item will be used to further the City’s endeavor of early defibrillation at every cardiac arrest possible. These AEDs will be placed in police and fire administration vehicles as these vehicles are often dispersed throughout the City with the potential to be first on-scene of cardiac arrest incidents.

 

The AEDs will be purchased from Cardio Partners, Inc. through a government contract with the Government Division of National Purchasing Partners (NPPGOV). Texas law authorizes this process so that the City can save the time of developing specifications and avoid the duplication of the competitive bidding process. NPPGOV meets all state of Texas bidding requirements.

 

FINANCIAL IMPLICATIONS:

The AEDs will be purchased using budgeted funds in the Fire Operations budget.

 

IMPACT ON COMMUNITY SUSTAINABILITY:

Cardiac arrests happen approximately 100 times per year in Carrollton. In cardiac arrest, a person is losing 10% of their chance of survival every minute while waiting for EMS. Early defibrillation is the person’s best chance of survival and these AEDs could significantly impact that survival rate.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends that City Council approve the purchase of 50 automated external defibrillators from Cardio Partners, Inc. through NPPGOV, in an amount not to exceed $62,500.00.
