BACKGROUND:
This project involves the draining and filling of an existing small pond on Hutton Branch near Lakecrest Court in the Country Place subdivision.

In 2017, the City and Country Place HOA reached an understanding whereby the City would pay to fill a small cove adjacent to the main channel of the Hutton Branch to generally improve the long- term maintenance and aesthetic features of the area. The City and HOA staff developed an understanding of the main elements of the project, an agreement between the City and HOA was developed, and construction plans were completed in early 2018. Due to typical weather conditions in North Texas, it is ideal to construct a drainage project in the summer and early fall. The duration of construction is 180 calendar days.

FINANCIAL IMPLICATIONS:
Although five parties requested copies of the bidding documents, only one bid was received on July 1, 2019. The bid was $470,265.00. Rumsey Construction, LLC has not previously done any projects in Carrollton, but their references were checked with satisfactory results. They appear capable of completing this project in the allocated time of 180 days.

Funding for this project is available in the Drainage Consolidated Fund. The amount of budgeted funding available is $313,053. The Country Place HOA is contributing $50,000 to the project. The remaining amount of $107,212 will be paid from Drainage Contingency Account funds.

The original project budget was established in 2017 at $365,000. In March 2019, the budget was re-estimated at $415,000. This bid is 28.8% over the original engineer's estimate and 13.3% over the current estimate. The low contr...
