To Remove And Reset Existing Water Meter Lines And Provide Additional Flexible Base To The Alleys For The Rosemeade Section 2 Neighborhood Street Reconstruction Project In The Amount Of $66,195.00 And Increasing The Total Project Amount To $4,269,720.00.

BACKGROUND:

The City Council awarded a contract on October 30, 2018 to RKM Utility Services, Inc. in the amount of $4,178,175.00. The scope of the project is to replace sanitary sewer lines, street, sidewalk and alley pavement throughout the Rosemeade Section 2 neighborhood, including Elizabeth, Devon, Grasmere, Southampton, and Conrad Circle.

 

Change Order No. 1, in the amount of $25,350, was executed in April to provide additional flexible base to the alley subgrade, increasing the contract amount to $4,203,525.00.  Change Order No. 2 reflects a change in quantity for the flexible base line item and adds a new line item to remove and reset existing water meters.

 

Some of the alley subgrade remains saturated by groundwater, leaving the contractor unable to pour concrete.  Adding flexible base will allow the contractor to pour concrete. Street grades were modified during construction to improve drainage throughout the neighborhood.  As a result, water meter boxes were adjusted to meet grade. This adjustment caused some water meters to fall out of tolerance with the City’s General Design Standards. The new line item enables the contractor to remove and reset the affected water meters within required tolerances.

 

FINANCIAL IMPLICATIONS:

This change order consists of an additional $66,195.00, which increases the current contract from $4,203,525.00 to $4,269,720.00, an overall increase of 2.19% above the original contract amount. Funding for the additional quantity is available in the Streets Consolidated Fund.

 

IMPACT ON COMMUNITY SUSTAINABILITY:

This project will support the City Council’s strategic objectives and vision of building a community that families and businesses want to call home by:

  • Sustaining quality of life - Improvements in the subdivision should improve the appearance of the neighborhood and encourage residents to provide better upkeep of their properties.
  • Sustaining day-to-day operations - The replacement of substandard infrastructure will reduce the need for non-scheduled or emergency maintenance and repairs.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council authorize the City Manager to execute Change Order No. 2 with RKM Utility Services, Inc. and increasing the construction contract to an amount not to exceed $4,269,720.00.
