Hold a Public Hearing and Consider A Resolution Adopting the Program Year 2020 Community Development Block Grant (CDBG) One-Year Plan of Action and Budget In The Amount Of $872,716.00.

BACKGROUND:

This agenda item is to hold a public hearing and receive comments on the proposed Program Year (PY) 2020 One-Year Plan of Action and Budget.  The item also includes a proposed resolution to adopt this plan.  On October 1, 2020, the City of Carrollton will receive $857,967 for PY 2020 Community Development Block Grant (CDBG) funds from the United States Department of Housing and Urban Development (HUD). According to federal law, these funds must be used to benefit persons of low- to moderate-income in Carrollton to address housing and community development concerns.

 

Two public hearings are to be conducted to solicit public input on the proposed PY 2020 Action Plan. One was held by the Neighborhood Advisory Commission (NAC) on June 11, 2020 and the second will be on July 7, 2020 during the scheduled City Council meeting. The public comments and NAC input have helped shape the draft plans. 

The Community Development staff and NAC-recommended budget for PY 2020 is as follows, which includes $14,749 of unencumbered PY 2019 CDBG funds:

 

                     $605,716 for the Carrollton Heights NOTICE project;

                     $120,000 for the Minor Home Repair Program;

                     $50,000 for the Emergency Repair Program;

                     $10,000 for the People Helping People Program;

                     $77,000 for Enhanced Code Enforcement in the CDBG Target Areas; and

                     $10,000 for ongoing training of the Community Development staff.

 

All activities in the proposed PY 2020 CDBG budget were identified as major priorities in the 2019-2023 Consolidated Plan approved by City Council on July 23, 2019. The proposed plan reflects an increase in all housing repair programs.  As the community continues to age, the needs for these programs should expand to address the multi-faceted challenges that low- to moderate-income individuals face in maintaining their homes.

 

 

 

FINANCIAL IMPLICATIONS:

The PY 2020 Community Development Block Grant of $857,967 in new financial resources for community development initiatives is a critical reinvestment in areas benefitting low- to moderate-income residents.

 

IMPACT ON COMMUNITY SUSTAINABILITY:

Annually, the Carrollton Community Development Block Grant program secures, allocates, and administers approximately $800,000 in new community development resources for low- to moderate-income households in the City.  Long-term community sustainability is supported by significant financial reinvestment in the physical infrastructure of aging neighborhoods, housing rehabilitation, and code enforcement.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends that City Council open the public hearing, receive citizen comments, close the public hearing, and approve a resolution to adopt the Program Year 2020 Action Plan and Budget in the amount of $872,716, which includes PY 2020 CDBG funding and unencumbered PY 2019 funding.
