BACKGROUND:
The City of Carrollton has a lease agreement with Destiny Baseball, LLC on land next to McInnish Park that is owned by the City. Destiny Baseball planned to build four high school size baseball fields and parking on approximately 30 acres. They were fully aware of the land's previous use as a landfill. The lease is for 30 years with either party having options to extend. Destiny Baseball was obligated to pay the City of Carrollton a minimum of $10,000.00 annually.

Destiny Baseball has made a business decision not to build on the landfill site. Their business model has evolved and they have been working on run down fields in the Metroplex and upgrading those facilities. Per the contract Destiny Baseball can assign the agreement to another organization with City Council approval. Any new organization would assume the entire contract provisions. Destiny Baseball had discussions with a couple of groups and signed a LOI with a local soccer organization, Lake Highlands Girls Classic League. This group has been in the Dallas area for over 25 years, is well known in the youth soccer community and is comprised of over 350 teams and 5,000 female players. Staff has talked with their representative and he is aware of the landfill and working with TCEQ for any development. They plan to build soccer fields, parking and a building on the site.

FINANCIAL IMPLICATIONS:
Lake Highlands Girls Classic League will pay the City a minimum of $10,000.00 annually for the ground lease of approximately 30 acres.
