Hold A Public Hearing And Consider An Ordinance Adopting Standards Of Care To Administer A Summer Youth Program.

BACKGROUND:
The Summer Youth Program (Summer Camp) took place May - August 2020 at the Crosby Recreation Center. The summer camp team made several creative adjustments due to COVID-19. These challenges meant part of the sessions were virtual and part were in person. Feedback from participants and parents was very positive.
For this coming summer, a Standards of Care document must be approved through an Ordinance adopted by City Council after a public hearing. This is done on an annual basis. Staff has updated the “Standards of Care” that are required by the State of Texas to receive a childcare State licensing exemption for municipalities. Minor changes, from 2020, were made to the document, including a definition for children with special needs being admitted based on cognitive age being between five (5) and twelve (12) years. The Standards of Care were reviewed and approved by the Parks and Recreation Advisory Board at their February 22, 2021 meeting.

IMPACT ON COMMUNITY SUSTAINABILITY:
Summer Camp benefits the Carrollton community in many ways, namely by providing a safe and healthy environment to help our children thrive. Camps offered by the City of Carrollton provide social equity by providing quality camps which provide affordable options for Carrollton families.
STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommends the approval of the Ordinance for Standards of Care regulating summer camp.
