BACKGROUND:

This contract will provide the construction plans for the complete reconstruction of eleven (11) streets in the Carrollton Heights neighborhood, including North Main Street, Jackson Street, Erie Street, Clint Street, Maryland Street, Warner Street, Baxley Street, Spring Avenue, Rosemon Avenue, and Walnut Avenue. The project involves removing existing asphalt roads, bar ditches, and gravel alleys and installing new concrete alleys and concrete curb and gutter streets. The project also involves replacing the water system servicing the neighborhood and installing a new, underground storm sewer system. It includes installing approximately 16,000 linear feet of new concrete street and alley pavement, 26,000 linear feet of new curb and sidewalks, 13,000 linear feet of new water lines, and 9,000 linear feet of new storm sewer.

 

The construction will be split into two separately bid projects. The total estimated construction cost is $12,500,000. This yields a design-to-construction percentage of 9.4%, which is in line with previous design contracts. The reconstruction of the Carrollton Heights neighborhood was authorized by the Carrollton voters in the 2018 bond election.

 

Consultant selection was performed using a request for qualifications (RFQ) method whereby engineering firms submitted a two-part statement of qualifications which was evaluated by a four-person committee. The top 8 firms were selected for capital project designs over the next two years.

 

FINANCIAL IMPLICATIONS:

Walter P. Moore & Associates, Inc., has submitted a proposal to the City to perform the engineering design services for the project in an amount not to exceed $1,170,610.00. Funding will be available in the Streets Consolidated Fund with 2018 GO bond funds.

 

IMPACT ON COMMUNITY SUSTAINABILITY:

This project will support the City Council’s strategic objectives and vision of building a community that families and businesses want to call home by:

  • Sustaining quality of life - Improvements in the subdivision should improve the appearance of the neighborhood and sustain the value of one of Carrollton’s oldest historic neighborhoods.
  • Sustaining day-to-day operations - The replacement of substandard street pavement should reduce the need for non-scheduled or emergency repairs.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council authorize the City Manager to enter into an engineering design services contract with Walter P. Moore & Associates, Inc., for the preparation of engineering plans for the Carrollton Heights NOTICE Street Reconstruction project in an amount not to exceed $1,170,610.00.
