Consider Ratification Of Emergency Repairs By S.J. Lewis, Inc. To The Luna Road Water Transmission Line In An Amount Not To Exceed $274,235.35.

BACKGROUND:
A major water leak on the 24-inch water transmission main from the Hutton elevated water tower to the Valwood industrial area occurred on January 20, 2021. Immediate repairs were needed in order to reduce the impact on critical infrastructure, limit the amount of water loss, and avoid a major environmental impact to Hutton Branch. All Texas state guidelines were followed for an emergency procurement of a contractor (S.J. Lewis, Inc.), and all repairs have been completed.
As this event constituted an emergency, the expenditure was exempt from bidding laws. In addition, prior approval by Council is not required for emergency expenditures; however, due to the amount of the expenditure, ratification is necessary.
IMPACT ON COMMUNITY SUSTAINABILITY:
With the water transmission main out of service, there would be an unreasonable risk of disruption of service, firefighting capabilities, long-term water quality concerns, and environmental impacts. By completing this emergency repair, that risk was avoided.

STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommends City Council ratification of the expenditure for emergency repairs to the Luna Road water transmission line and payment to S.J. Lewis, Inc. in an amount not to exceed $274,235.35.
