BACKGROUND:

The  purpose  of  this  public hearing is  to  provide  a  summary  of  the  proposed  revisions  to  the City’s Five-Year Water   Conservation   and  Drought   Contingency   Plan and receive public comments.   State law requires water conservation and drought contingency plans to be reviewed and updated every five years. The deadline for submission to the State is May 1, 2024. The revisions to this plan ensure compliance with the Texas Commission on Environmental Quality (TCEQ) requirements and best management practices as recommended by the Texas Water Development Board.

 

Key provisions of the revised Plan include:

-                     Updated definitions, tables, and utility rates

-                     New best management practices

-                     Conservation planning

-                     Financial measures

-                     Education and outreach

-                     Regulation and enforcement

 

IMPACT ON COMMUNITY SUSTAINABILITY:

An adequate long-range water supply remains a challenge for the DFW region. Water conservation is an important strategy in water management to ensure current and future water demands are being met. Implementation of the strategies employed in the City’s amended Water Conservation and Drought Contingency Plan sets new strategic goals for continued improvement towards reducing water demand and usage.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends that City Council hold a public hearing and approve the amendments to Section 52.020 of the Carrollton City Code to adopt the amended Water Conservation and Drought Contingency Plan by reference.
