BACKGROUND:
This item proposes an ordinance amendment to align Chapter 171. - Wastewater Pretreatment of the Carrollton Code of Ordinances with updates from the Trinity River Authority (TRA) and Texas Commission on Environmental Quality (TCEQ) to Texas Administrative Code, Title 30, Chapter 315. These amendments include updates to the definitions, permitting, operation, and maintenance of permitted industries required to pretreat certain discharges prior to entering the wastewater infrastructure in the City of Carrollton as required per the Clean Water Act, 33 United States Code ? 1251 et seq.

This wastewater pretreatment program provides for the health and safety of the general public and receiving waterbodies as well as the security and longevity of Carrollton wastewater and sewer infrastructure. Regulated operations include those utilizing heavy metals that may contaminate wastewater, high or low pH, flammable liquids, or fats, oils, and greases that may result in contaminants passing through wastewater treatment processes or causing damage to sewer infrastructure if otherwise untreated.

Key provisions of the revised ordinance include:
* Updated ordinance to incorporate new TCEQ required language;
* TCEQ amendments to pollutant discharge limits, including reductions for chromium, copper, and cyanide, to ensure enhanced environmental protection.
