BACKGROUND:
Proposition C of the 2022 Bond Election provided for improvements at the Oak Creek Tennis Center, which was originally built in 2001. The project scope includes the construction of four additional tennis courts, eight new pickleball courts (some courts covered), expansion of the pro shop building to add restrooms with at least two showers each and a meeting room, interior remodel of the pro shop, expansion of the parking lot, and other site amenities (landscaping, sidewalks, lighting, benches, etc.). The improvements are intended to serve the continuing needs of the community and further promote the physical wellbeing of Carrollton citizens. Tennis at OCTC has continued to grow and hosting more leagues and tournaments the additional four courts are essential. Pickleball is the most requested use, and our indoor and outdoor courts cannot keep up with the demand.

The City evaluated Statements of Qualifications (SOQs) from seven architectural/engineering firms with prior tennis and pickleball center experience in selection of the design consultant. Staff members from the Engineering and Parks departments were consulted and evaluated the qualifications, experience, and proposed project management approach of each firm. Staff have identified the architectural/engineering design firm of Parkhill, Smith, and Cooper, Inc.
