BACKGROUND:
This resolution will provide authorization to purchase a drainage easement to construct the planned improvements to the Duncan Heights NOTICE neighborhood. To facilitate the construction of the project, it is necessary for the City to purchase 0.0636 acres of land for a drainage easement from the property owner at 1704 Willow Road. Mr. Steven Steenson is the owner of the property.

This is a NOTICE project and was authorized by the voters in the 2018 Bond Election. Due to the age of the Duncan Heights neighborhood it is characterized by streets with a surface storm sewer system. As part of the project this system will be replaced by an enclosed underground system which will require the acquisition of rights-of-way or easements.

Angel Valuation Services determined the appraised value of the easement to be $19,058.00. Stateside Right-of-Way Services negotiated with the property owner on the City's behalf. In November of 2023, staff recommended accepting the owner's counteroffer of $32,016.00.

FINANCIAL IMPLICATIONS:
Funding is available from 2018 General Obligation bond funds allocated to the Duncan Heights project.
