Title
Consider Authorizing The City Manager To Approve A Contract With 3D Paving & Contracting For The Alley Replacement 2015 Project In An Amount Not To Exceed $1,949,787.50.

Body
BACKGROUND:
The replacement of residential alleys is usually funded through the pavement dedicated tax rate, but this project was authorized by voters in the 2007 bond election. This project will include the reconstruction of 19 alleys totaling about 3.0 miles including: Arles Lane #2 (Arles to Rochelle), Rochelle #1 (Sancerre to Rochelle to Arles), Rochelle #2 (Rochelle to Arles), Hillside (Tierra Calle to North Trail), North Trail #1 (Oakwood to Meadowcreek), North Trail #2 (Lincoln to North Trail), North Trail #3 (North Trail to North Circle), Meadowcreek (North Trail to North Trail #1), Tierra Calle #2 (Hillside to Shannon), Lincoln #2 (Caroline to Lincoln), Saxony (Silverleaf to Silverleaf #4), Shadow Moss (Silverleaf to Silverleaf #4), Silverleaf #3 (Standridge to 1320' south), Silverleaf #4 (Silverleaf to Silverleaf), Standridge (Elizabeth to Fairfield), Concord #1 (Luallen to Peters Colony), Concord #2 (Concord to Concord), Steenson (Luallen to Standridge) and Walker #2 (Walker to Walker #1).
The project involves the removal and replacement of existing concrete. Therefore, environmental impacts should be minimal. No trees or wildlife will be affected by the construction.

The duration of the project is twelve (12) months. Since the project will involve nineteen (19) different alleys, four portable project signs mounted on skids will be erected and moved as construction moves. Residents adjacent to the alley projects will be notified in writing prior to any construction. This project will be on the City web site and updated as needed.
