Consider A Resolution Designating An Authorized Official For Grant Administration And To Apply For And Accept Two 2016 Urban Area Security Initiative (UASI) And One State Homeland Security Program (SHSP) Grant Awards In An Amount Not To Exceed $102,192.94.

BACKGROUND:
The City of Carrollton applies annually for Urban Area Security Initiative (UASI) and State Homeland Security Program (SHSP) grants. These federal pass-through grants are administered by the Office of the Governor (OOG), and are designed to support public safety operations.
The OOG is requiring that the governing body's acceptance resolution designate an "Authorized Official" from the jurisdiction who is given the authority to apply for, reject, alter, or terminate a grant. The Emergency Management Coordinator has previously served as the City's Authorized Official for these Homeland Security Grant Programs, as designated by a formal authorization letter from the Mayor.
Also beginning with the 2016 grant year, the OOG is now requiring that all UASI and SHSP recipients formerly "apply for and accept" these grant awards via a resolution from the jurisdiction's governing body. Previously only UASI and SHSP grant purchases in excess of $25,000 were required City Council action.
For 2016, the City is requesting two UASI projects for the Police Department. One is to procure equipment enhancements for the SWAT robot in the amount of $40,756; the other is to provide additional mobile surveillance cameras and capabilities, in the amount of $35,456.74, for use at high priority locations.
