Consider Approval Of RFQ #24-004 For Legislative Consultant Services To Waterloo Capitol In The Amount Of $78,000.00 Annually, For A Five-Year Total Not To Exceed $390,000.00.

BACKGROUND:
This contract will be utilized by the Strategic Services Department to assist in providing intergovernmental consulting services.
Bid notifications were posted online, previous and interested vendors were contacted, as well as advertisements placed in the Dallas Morning News. A total of four (4) responses were received. The responses were evaluated by a five (5)-person committee and vendor interviews were conducted with the top three (3) vendors to further assess qualifications and experience. Waterloo Capitol was selected based on the evaluation and interview and determined to be the overall best value choice for the City.
FINANCIAL IMPLICATIONS:
The services for RFQ #24-004 will be purchased from budgeted funds for the cost center and amount as listed below.

IMPACT ON COMMUNITY SUSTAINABILITY:
This project supports and aligns with the City Council's goals and objectives to properly manage infrastructure with fiduciary care.
STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommend that the best overall bid meeting specifications be awarded to Waterloo Capitol in a yearly amount of $78,000.00. The actual annual amount is dependent on if the State Legislature is in session and for how long; Waterloo Capitol will be compensated at $7,000.00/month when the Legislature is in session and $5,500.00/month when they are not. This contract has an option to renew for four (4) additional, one (1)-year periods, for a five-year total not to exceed $390,000.00.
