BACKGROUND:
This is a request for an amendment to the Transportation Plan and Transportation Plan Map of the City’s Comprehensive Plan to change the roadway designation of Broadway between Jackson Road and Whitlock Lane from a (C4U) four-lane undivided collector street to a (C3SD) three-lane special design collector. A traffic impact analysis was submitted by the applicant and reviewed by the City’s transportation engineering staff.
A separate companion case related to this request, Case No. PLZPD 2023-133 Broadway - IH35E-Jackson, proposes to establish a planned development zoning district (PD) for multi-family uses on a segment of Broadway between Jackson Road and Whitlock Lane.
A high-density multi-family residential and mixed-use project (The Gateway) was recently approved by City Council on Broadway, north of Jackson Road and west of Trinity Mills Station. In response, City Council approved an amendment to the Transportation Plan in 2020 for the segment of Broadway between the eastbound service road of President George Bush Turnpike and Jackson Road. The amendment changed the roadway designation from a (C4U) four-lane undivided collector street to a (C3SD) three-lane special design collector. This agenda item aligns with the previous Transportation Plan amendment.
On February 1, 2024, the Planning and Zoning Commission continued this case to the March 7, 2024, meeting to allow the applicant an opportunity to submit revised project plans for the zoning change request.
STAFF RECOMMENDATION/ACTION DESIRED:
On March 7, 2024, the Planning and Zoning Commission recommended APPROVAL of the request with staff stipulations. The attached resolution reflects the action of the Commission.
Staff recommends APPROVAL of the resolution.
